Designated operational entities (DOEs) are independent auditors that assess whether a potential project meets all the eligibility requirements of the CDM (validation) and whether the project has achieved greenhouse gas emission reductions (verification and certification). They are accredited by the CDM Executive Board and designated by the COP/MOP to perform these functions, according to their expertise

has two key functions:

      • It validates and subsequently requests registration of a proposed CDM project activity which will be considered valid after 8 weeks if no request for review was made. 
      • It verifies emission reduction of a registered CDM project activity certifies as appropriate and requests the Board to issue Certified Emission Reductions accordingly. The issuance will be considered final 15 days after the request is made unless a request of review is made.

AIEs

Accredited independent entities (AIEs) are independent auditors that assess whether a potential project meets all the eligibility requirements of the JI (determination) and whether the project has achieved greenhouse gas emission reductions (verification). They are accredited by the Joint Implementation Supervisory Committee (JISC) to perform these functions, according to their expertise.

Accredited independent entities are only permitted to carry out determination and verification within the sector for which they have been accredited.

Designated operational entities under the clean development mechanism may act provisionally as accredited independent entities under Article 6 until the Joint Implementation Supervisory Committee has approved its procedures for accreditation.
